The Administration Division is divided into three departments. The employees of this division are responsible for managing East River's financial operations, purchasing, inventory management, human resources, and safety and job training.

This division is responsible for East River's marketing programs, economic development, video and printed communications, legislative activities, audio/visual and annual meeting services, and technical support for our members. Much of the work to make East River and its Touchstone Energy partners the customer's choice falls under this division, including overseeing the implementation of the Touchstone Energy brand into our everyday communications and activities.

As East River's largest division, Operations is responsible for vehicle fleet maintenance and construction, operation, and maintenance of East River's transmission system. With 2,600 miles of line, 214 substations, microwave and voice radio communication system, supervisory control and data acquisition, coordinating computer services, load management and related facilities to furnish transmission service to our members, the many employees of this division cover a wide range of activities.

In addition to the Madison-based crews, the Operations Division includes maintenance crews stationed in Aberdeen, Beresford, Brandon, Mitchell, Milbank, and Miller, SD and Marshall, MN.
